April 24, 2009: Town Building Committee Receives New Information at Construction Document Design Phase

A.P. Construction provided its analysis of its Design Development Estimate with that of Fusco Corporation at 75% Construction Document Design Phase.  Utilizing the recommendations of the Police Facility Subcommittee of the Town Building Committee made on 4/16/2009, the total project budget is now $39.7M, with a reuirement to finance (bond) $35.7M.  The Legislative Council has not yet taken up this bonding authorization.

September 9, 2008: Initial Project Estimates Provided to Town Building Committee

A.P. Construction provided initial cost estimates for the Memorial Town Hall/Police Headquarters Project to the Town Building Committee.  The $29.7 million includes the "hard costs" of constructing an addition for the police department, restoring Memorial Town Hall (including the Fire Station), and construction of a two-tiered parking structure.  The estimates do not include "soft costs" such as design fees and contingency accounts which will be established by the Town Building Committee.

Another official estimate will be provided prior to the preparation of bid documents.


August 15, 2008: Schematic Design Set Uploaded to Web Site

The Schematic Designs for the Memorial Town Hall/Police Headquarters project are available online here.  Schematic Designs are the first iteration of plans that will ultimately provide the basis for Bid Documents.  Design Development documents and Construction Documents provide further opportunities for refining this schematic set. March 19, 2008: Updated Architect's Diagrams Now Available

HAMDEN - Architects Bianco Gioliito Weston have released the next phase of plans for the adaptive reuse of Hamden Veteran's Memorial Town Hall for review by the general public.  The Town is currently soliciting Construction Management firms to assist in the project, and hopes to select a firm in April, 2008.

December 20, 2007: New Police Facility Conceptual Plans Released

HAMDEN – All residents of Hamden are invited to visit the Town's website, www.hamden.com, to view images of the conceptual plans for a new police facility at Memorial Town Hall. These plans were presented to the Legislative Council at its December 3, 2007 meeting by architect Jeff Bianco of the Middletown firm of Bianco Giolitto Weston Architects, LLC.

“Our Memorial Town Hall deserves both life and stature,” said Mayor Craig Henrici. “This project will revitalize one of the most recognizable buildings in the state. At the same time, the project allows us to look toward the future by giving the Police Department room to grow, incorporating energy efficiency standards, and making the entire Town Center area more pedestrian-friendly.”

The plans presented call for a full rehabilitation of the 25,625 square foot Memorial Town Hall, including the existing Fire Station and Legislative Council Chambers, as well as the construction of an attached 49,325 square foot addition that mirrors the architecture of the existing building. Memorial Town Hall will host the administrative offices and training areas for the Police Department, while the state-of-the-art addition will serve as home to the department's communication, processing, and investigative units as well as detention areas.

The plans also include the construction of a two-level parking structure. The lower level will allow for secure parking of more than 100 police vehicles while the upper level will provide more than 100 parking spaces for the public.

Originally constructed in 1924 and listed on the National Register of Historic Places, Hamden's Memorial Town Hall served as the center of government operations until the Town purchased and renovated Government Center between 2000 and 2004.
