The purpose of this commission is to provide means for selecting and promoting each public official and employee based upon the sole basis of proven ability to perform the duties of the office or employment more efficiently than any other candidate. The Board shall make rules and shall have power to investigate any potential unfair promotion or employment.

The commission shall be made of 3 members, with no more than 2 belonging to the same political party. This six-year appointment is recommended by the Mayor, and must be approved by the Legislative Council.
